Mistral Raises €3 Billion, Betting on 'Sovereign AI'

In a move reflecting growing global interest in what is known as 'sovereign AI,' the French lab Mistral AI announced it has raised a massive €3 billion (about $3.58 billion) in funding, bringing its post-investment valuation to more than €21 billion. This round is described as the largest of its kind ever completed by a European tech company, placing Mistral among the ambitious players in the global AI race.

Who Is Behind the Funding Round?

Samsung Electronics led the Series D funding round, alongside the 'ScaleUp Europe' fund managed by EQT, and existing investor PSG Equity as key partners. Notably, the list of backers carried a broad international character, including prominent American investors such as a16z, Nvidia, and Salesforce Ventures, in addition to newcomers like BlackRock and Advent, as well as the Grand Duchy of Luxembourg joining as an official backer.

Where Will the Money Go?

Mistral explained that it will deploy the new capital in several key directions, most notably:

• Expanding computing capacity and building advanced infrastructure.
• Accelerating commercial growth and increasing revenue.
• Expanding into international markets beyond the borders of France and Europe.
• Continuing advanced research, which the company considers the foundation on which its products and technological sovereignty are built.

Among the company's ambitious goals is building one gigawatt of computing power within Europe by 2030, enhancing its operational independence.

A Different Vision from OpenAI and Anthropic

Mistral insists that its goal is not to build a European version of ChatGPT, but rather sees itself as a specialized AI lab offering integrated services. Unlike major American labs that sell their models on a large scale, the French company focuses its marketing strategy on helping governments and institutions adopt AI while retaining greater control over their data and models.

In this context, Mistral launched tools in August that allow its customers to choose the geographic regions where their queries are processed, and it began hosting open-weight models from third parties — including Chinese models — reinforcing its role as a service provider that gives customers the freedom to choose the right tools.

The Geopolitical Dimensions of the Deal

This funding round carries clear political implications, as Samsung's entry into Mistral's ownership structure received the blessing of French authorities. French President Emmanuel Macron commented via the X platform that the deal reflects the desire of France and South Korea to 'build a third way in the field of AI,' away from American and Chinese dominance.

This direction comes amid growing European concern over excessive reliance on American technology, especially as debate intensifies over AI regulation in the United States. Reports indicate that Mistral being a non-American company has given its revenues a positive boost, given the increasing demand for 'sovereign' AI infrastructure.

An International Ownership Structure Despite Its French Character

Despite the national image surrounding Mistral as a 'French tech champion,' the capital required to compete with major American labs exceeds what can be provided within France alone. For this reason, the company has woven extensive international partnerships, including with the Dutch chipmaker ASML, and now with South Korea's Samsung, in a model similar to the merger of Germany's Aleph Alpha with Canada's Cohere.

At the same time, Mistral maintains its relationships with American players, foremost among them Microsoft, which significantly expanded its partnership with the company last July. Thus, the company's ownership structure remains international at its core, which may be precisely the element of attraction for the government and institutional clients it targets.

It appears that Mistral is seeking to craft a delicate equation balancing global ambition with technological independence, betting that the 'third way' in AI is no longer merely a political slogan, but has turned into a real commercial opportunity.
